secretary finds spending cuts deeply irresponsible. for all this and more joining us now is katie pavlich. what speaker john boehner has always said, a dollar tax increase, a dollar spending cuts. >> president obama who jay carney represents during his daily press briefings at the white house wants an unlimited debt limit. he wants no debt ceiling on the amount of money that he can spend. so jay carney is taking shots at john boehner who has said look it's not a serious discussion about how we're going to solve the fiscal problem unless of course we match spending cuts to the number of dollars we increase in the debt limit. >> do you think that could pass congress in all seriousness? no more debt limit? no more power of the purse strings? >> no. >> that's insane. i think it's in the constitution. >> yes. and although president obama this because he got re-elected has he had has a mandate to do whatever he waumpbts, he forgets that the house republicans were also re-elected to kind of hold the line on spending. so no, i don't believe that would make it through congress. >> what abo

the irs shows. that's what's interesting about the tread bush tax cuts that mr. obama wants to repeal in the upper end. i'm not saying in the middle end. in the middle to lower end the same irs data shows the bottom half of taxpayers paid 6 billion less in income taxes, that's a 16% drop. 8 million of them were left off the tax roles all together because of the child tax credit deduction. authenticities me because i don't think it's clear what class warfare produce in our tax code. sometimes lower tax rates can produce higher revenues. >> they produce higher revenue and improve the economy. when the clinton tax increases came in '93 the growth of the economy slowed down. we had a stable money policy then. we didn't have a nationalization of health care so the economy survived it and then spending was cut and tax rates are cut like capital gains the economy boomed. same thing in the 1980s. same thing in the 1920s. in the 2001 bush tax cuts they were so pitiful lie weak they finally got real ones in 2003 the economy came back. >> it is true, die read it correctly on the forbes we

can't let that happen. obama did not be hoover. therefore the democrats cannot let all the tax cuts expire without a good deal. unfortunately the cliff talks have charities frightening. they're worried the deduction will be slashed. ivity a contrarian view about this that is going to surprise you on the charitable deductions. and if she wasn't already in enough hot water over the benghazi mess, there's a just breaking report out tonight u.n. ambassador susan rice has heavy jeismts in energy companies known for doing business with iran. and that is illegal. first up, breaking news on the fiscal cliff front tonight, president obama offered his opening bid in budget talks with republicans, and we have eamon javers with all the details. good even, eamon. >> house republican aides are saying this was a new offer from temperature think geithner on capitol hill for a long series of meegts. there were varying report of whether or not he had made a specific new offer. in fact harry reid told me that he hadn't made a specific new offer. that said, republican sources are laying out the offer t

that. well larry, you wrote a column where you said that obama doesn't want a recession. i beg to differ. he does want that. it is not just me saying this. wow ho ward dean said we are going to get deep cuts and when the republicans get blamed they will come back and extend the bush era rate and it is going along well as far as they are concerned. i feel that mr. obama could be bluffed. i feel like he doesn't want a recession. i will take that. remember, these guys don't think that the economy is going to suffer that much. they think they will take credit. that is how they think. talk about social engineering. what happened to the jack kemp argument. what about empowerment. john f kennedy had the same thing. i don't want to bring some down and some up. i want to bring everybody up. where is that argument? >> and jack kennedy said, if you want to raise tax revenues, you must cut tax rates. the opposite of what obama said. they don't believe it. they want a western european style cradle to grave state. they want to make sure that they preserve it and they want to pay for it. the mid

mention the word spending cut, never once. >> it's not in his vocabulary. one thing we know about president obama is he campaigns to the middle but he kind of straights from the left and what i fully anticipate is there's a reason why dick durbin, who was his senate partner from oil know, is saying which they went to 100% tax rate on million favors and people making above 250,000, it still isn't going to close the gap that exists. lfr maybe the the pie larger. >> let's be very clear, though, the president has already signed into law more cuts than were in the simpson-bowles proposal, he's proposed additional cuts in the 2013 budget he's proposed. to say he hasn't put cuts on the table is completely disingeneralsous. >> karen is making president obama out to be a tight fisted spending cutter. you followed the fiscal beat? >> do you regard president obama as a tight-fisted spending cutter? >> it's somewhere in between. he did sign a cap that would save a trillion dollars over the next would you mean of years. but thens other side of it is that we need about $4.9 trillion of savings

does obama want that's not in the fiscal cliff -- he wants what's in the fiscal cliff. it's defense cuts and tax hikes. we're compromising with someone who doesn't want to compromise. he likes that stuff. i know he doesn't want to raise taxes on the middle class. but we have to give up everything in this deal. we should articulate our principles or give him what he wants. we're going to vote present and say -- >> boehner's doing the best he can. he's playing a short deck right now. >> you really think he's the best spokesman for conservatism. >> no, no. >> we should put a paul ryan -- we need younger leadership. >> paul ryan came out publicly in support of boehner. that's point number one. secondly, boehner jumped ryan over more senior people to put him as head of the budget committee. that's my second point. and boehner himself is being advised by ryan every step of the way. >> what do you say about this purge then? he's purging people that wants to balance the budget. >> you lost, ron. don't blame boehner. blame the republican party. blame conservatives. jim demint said it today.
